First Gay Couple Approved as Foster Parents in Puerto Vallarta by DIF

PUERTO VALLARTA (PVDN) – In a historic first, the Municipal System for the Integral Development of the Family (DIF) in Puerto Vallarta, led by María de Jesús López Delgado, has facilitated a gay couple in fostering a child from the institution. This milestone marks a new era of inclusive foster care in the city, aiming to offer the children a familial environment that equips them with a future consistent with their well-being.

The joyous event unfolded at the central offices of the DIF, where Arturo Gutiérrez Ruelas and his partner Juan Pedro Aguirre warmly welcomed their new ward, Leo. Emotionally moved, Gutiérrez Ruelas expressed his gratitude to the DIF team for their unwavering support, guidance, and follow-up that made this journey possible.

“DIF has always provided us with an approach, advice, follow-up, the entire team that makes up DIF has always given us that support and I believe that because of them, this has been possible,” shared Gutiérrez Ruelas. “We are just grateful. Life has rewarded us with this beautiful being. There is no greater happiness than having him here today, with us.”

María de Jesús López Delgado, president of the Municipal DIF, marked the occasion by inviting families to engage with the DIF system and learn about the foster care or adoption processes. She emphasized the organization’s commitment to safeguarding children’s rights and improving their lives, stating, “Today is a special and historic day to consolidate a new family.”

Roberto Ramos Vázquez, director of the Municipal DIF, explained the meticulous process involved in certifying potential foster families. The extensive procedure includes nineteen documentary requirements, counseling, psychological assessments, social work studies, and supervised cohabitation. All services, including these rigorous checks, are provided free of charge.

“All girls, boys, and adolescents are susceptible to being in a foster family, which is a temporary stay while their legal or adoption situation is resolved with the aim of receiving dignified, respectful, and loving treatment,” said Ramos Vázquez.

In line with the 2020 Technical Evaluation Council’s approval of the National Foster Families Program (PRONFAC), the Municipal DIF System of Puerto Vallarta, under the guidance of President María de Jesús López Delgado, is committed to ensuring children’s rights to live in families. This dedication, in turn, contributes to the social regeneration of Puerto Vallarta, making it a more inclusive place for all families.
