Bahía de Banderas, Nayarit, August 27, 2026 – A plan to acquire 10 hectares and build 500 worker homes cleared its first procedural step Tuesday when the Bahía de Banderas council sent it to committee review. The vote did not authorize a land purchase, construction contract or development schedule.
Council member Isabel Delgado Rangel introduced the municipal housing reserve proposal, which identifies an initial 500 homes with hotel employees named as the primary beneficiaries. The land acquisition alone carries an estimated cost of 80 million pesos.
Spread across the proposed 500 homes, the land estimate equals 160,000 pesos per unit. The municipality would pay roughly 8 million pesos per hectare before construction, streets, drainage, water, electricity or other infrastructure entered the budget.
Several council members said the proposal requires more technical and financial review.
Citlalli Huerta Peña raised questions about whether the land would carry a compatible permitted use and whether the municipal budget could absorb an 80-million-peso purchase. Milton Martínez acknowledged the housing problem but urged the council to examine existing federal programs before committing local funds. José León Olvera said housing cannot be developed on property without the required land-use designation.
The council’s approved action ends at committee referral. The 500 homes and land purchase remain proposals while the committees examine zoning, budget capacity and the structure of the initiative.
The rent pressure discussed during the session is reflected in earlier market research. PVDN’s coverage of Banderas Bay rents detailed an ITESO study of online housing listings collected in June 2025. Among 234 Bahía de Banderas rental listings, the median asking price was 28,500 pesos a month and the average reached 36,850 pesos.
The study cautioned that digital listings do not represent the municipality’s entire rental inventory. Lower-cost properties are less likely to appear online, while luxury coastal homes push averages higher. Even with that limitation, Bahía de Banderas ranked 15th among the 25 municipalities with the highest average asking rents in the study.
Housing demand has also followed rapid population growth. INEGI counted 187,632 people in Bahía de Banderas during the 2020 census. The federal Economy Ministry’s Data México profile calculates that the municipality grew 51.1 percent between 2010 and 2020.
Bahía de Banderas already has a separate housing project operating through the federal Vivienda para el Bienestar program. In July, more than 150 participating families signed subsidy agreements tied to home acquisitions. That program uses federal housing support, while Delgado’s proposal would require the municipality to create and purchase a substantially larger land reserve.
Land-use review is also part of wider planning work already underway. The municipal planning institute says its territorial and urban development program remains in the diagnostic stage and covers housing, employment, public services and the growth of human settlements.
The committee review will determine whether the proposed reserve can proceed within that planning framework and whether the municipal government can finance the land acquisition. Until that work is completed, the initiative remains a worker-housing proposal rather than an approved construction project.
