Bahía opens a short window for gender record changes
The Bahía de Banderas Civil Registry has opened a June campaign to process legal gender-change paperwork at its Valle de Banderas office.
The service is limited to people over 18. Their birth must have been registered in the municipality. Applications will be received Monday through Friday from 9 a.m. to 3 p.m. throughout June.
The campaign turns a state civil registry process into a fixed local window. Applicants can bring documents, seek guidance, and begin the file review at the municipal office.
The municipal government has framed the campaign as an identity and legal certainty measure. The test will be more basic. A month of office hours must reduce friction in a process built on records, proof of address, and witnesses.
A local route through a state procedure
Nayarit law allows people to request a new birth certificate to recognize gender identity. The current Nayarit Civil Code states that the original birth record becomes confidential once the new act is issued.
The code also states that no surgery, therapy, diagnosis, or other medical step is required. That line separates a civil registry process from medical gatekeeping.
The campaign is not creating a new right. It focuses attention on an existing route. The municipal Civil Registry is handling files tied to births registered in Bahía de Banderas.
The documents listed by the municipality include CURP and an application for the gender-change procedure. The file also needs a certified copy from the birth registry book, an updated birth certificate, and official identification. Applicants must bring proof of residence from the corresponding delegation. They also need two witnesses with copies of their voter credentials.
Carolina Samaniego, identified in 2023 as the municipal Civil Registry director, described the local process in accessible terms. “As a government, we want to open the possibility for this to be carried out in the best way,” she said in Spanish at the time.
She also said the procedure was available only to people registered in Bahía de Banderas.
What the new act does
Under the Civil Code, the new birth act takes effect from the moment it is issued. Prior rights and duties are not erased by the new identity record. That includes family-law obligations.
The law also requires confidential notices after the process is finished. Those notices go to several federal and state authorities. They include tax and population, education, health, prosecution, foreign affairs, and electoral authorities.
That creates the tension behind a small municipal campaign. The front counter may look simple. The legal effects reach records used by schools, health systems, voter registration, passports, and tax administration.
