Fifteen members of Fresnillo’s Civil Protection and Firefighters unit spent this week in Puerto Vallarta, Jalisco, completing a specialized course on rescue techniques and fireground operations led by a visiting team of U.S. firefighters. The training ran Monday through Thursday, November 3–6, and concluded with certifications recognizing updated emergency care procedures.
Víctor René García Magallanes, the department’s director, said the curriculum covered search and rescue, hose handling, ladder work, heavy-machinery operation, and “firefighter down” rescue—skills that can shave critical seconds off response times when conditions turn chaotic. His role and title are listed in municipal transparency records, which also show he has led the area for multiple years.

The host city didn’t happen by chance. Puerto Vallarta’s fire department has an ongoing exchange with a Colorado-based volunteer group known as 5280 International Firefighter Ops, a network of active and retired firefighters from Denver and Boulder who donate gear and run intensive, hands-on courses in Mexico. Local posts from Vallarta’s Civil Protection show the 5280 operation in town this week, with participants from several cities—including Fresnillo—rotating through drills over multiple days.
The trainers who worked with the Fresnillo contingent are part of that 5280 cohort. Their page documents recent Mexico courses and equipment drives aimed at departments that need both updated tactics and reliable protective gear. Earlier this year, Colorado crews helped deliver more than a hundred full turnout sets to Vallarta—context that helps explain why the courses are returning and why regional teams sign on.
Back in Fresnillo, the department framed the certificates as secondary to the practical gains. The idea is simple: step off the truck with clean muscle memory, move lines faster, climb and vent more safely, and pull a downed colleague without hesitation. Officials in Jalisco also highlighted the state’s participation in the 5280 program, underscoring that these cross-city trainings are meant to standardize best practices across agencies that end up working together on hurricane seasons, wildfires, and mass-casualty incidents.
García Magallanes publicly thanked Fresnillo’s municipal government for underwriting transportation, lodging, and meals so that the team could attend the course. For a department that must be ready for everything from apartment fires to vehicle extrications on Federal 45, removing the cost barrier matters. It ensures more frontline crews rotate through high-intensity scenarios before they face them at three in the morning.
What it means back home
Context helps. Fresnillo has made progress, but still wrestles with public anxiety about crime and emergency response. The most recent INEGI Urban Public Security Survey shows the share of residents who feel unsafe in their city fell to 75.4% in September 2025—down from 87.9% a year earlier—one of the sharpest declines nationwide. That’s still high, but it’s a movement in the right direction. State officials touted the same trend last month, citing the national survey.
Nationally, the picture is similar: perceptions of insecurity remain stubborn even as certain indicators improve. INEGI’s October report places the national figure at 63.0% for September 2025, with women reporting higher fear levels than men. That tension—between official progress and everyday worry—makes the case for visible, practical upgrades like this week’s intensive drills.
For Fresnillo’s firefighters, the value will be measured on the next roof cut, the next blocked stairwell, the next entrapment. The certificate is a milestone. The real payoff is smoother teamwork and safer outcomes on calls that don’t make headlines. And if the intercity pipeline between Vallarta and the 5280 network keeps running—gear donations when possible, skill-building always—the crews who show up at your door at the worst moment will arrive sharper than they were last week.
