Puerto Vallarta, Jalisco, July 30, 2026 – Puerto Vallarta police reinforced major roads, outlying neighborhoods, and a strategic inland access route Thursday after security agencies activated a preventive Code Red across the northern coast of Jalisco.
Municipal patrols increased their presence along principal avenues and in peripheral areas of the city. Tactical officers were also positioned at the La Desembocada bridge on State Highway 544.
The operation followed the arrest of Ramón Ángel “N,” known as “R1,” during a federal security operation in Atotonilco el Alto, eastern Jalisco. Federal Security Secretary Omar García Harfuch confirmed the arrest, which involved the federal Security and Citizen Protection Secretariat, the Mexican Army and intelligence supplied by the National Intelligence Center.
Federal officials identify R1 as the principal leader of Los Rs, a criminal cell linked to the Jalisco New Generation Cartel. He is accused of ordering the November 2025 assassination of Uruapan Mayor Carlos Manzo in Michoacán. Harfuch said his capture brought the number of people detained in connection with Manzo’s killing to 31.
The arrest operation included an armed confrontation between federal forces and the suspect’s security detail. Jalisco State Police later established a security perimeter around central Atotonilco el Alto while federal personnel completed the operation.
In Puerto Vallarta, the placement of tactical officers at La Desembocada added security to a corridor of regional importance with a recent history of disruption. The bridge crosses the Mascota River between Ixtapa and Las Palmas and carries traffic toward San Sebastián del Oeste, Mascota and communities across the Sierra Occidental.
That crossing was severely damaged during the February 22 wave of cartel violence that followed a separate federal operation. A concealed device left near the structure later exploded during bridge work, killing a worker. Jalisco rebuilt the crossing, and the new La Desembocada bridge reopened on May 14.
Jalisco also used a Code Red during the February violence, when burning vehicles and roadblocks interrupted travel in Puerto Vallarta and elsewhere in the state. Thursday’s alert was activated as a preventive security measure following the Atotonilco arrest, with police concentrating on surveillance and control of key access points.
Drivers using State Highway 544 may encounter a heavier police presence near La Desembocada while the preventive operation remains active.
