Puerto Vallarta, Jalisco, July 22, 2026 – A street-level gender audit in Ixtapa has placed lighting, walkability, accessibility and perceived safety under formal review, but state and municipal officials have not released the route, preliminary findings, repair priorities, cost estimates or a timetable tied to any resulting work.
The Auditoría Local de Género was carried out July 21 through a partnership involving the Jalisco government, UN Women Mexico and Puerto Vallarta. Women who work or move through Ixtapa joined civil organizations, activists, urban-planning specialists, academics and public employees during a walking assessment of the delegation.
Participants examined public lighting, mobility infrastructure, accessibility and personal safety through the daily experience of women using the streets. The observations were presented to municipal authorities and would help shape later planning decisions.
Fabiola Loya, who leads Jalisco’s Secretariat of Substantive Gender Equality, joined Eleonora Betancur, UN Women’s representative in Mexico, and Sarahy Hernández, director of the Puerto Vallarta Women’s Institute, during the work in Ixtapa.
The term audit can suggest a financial or compliance investigation. This exercise is different. It uses participatory walks and the experience of women who use a neighborhood to identify design, maintenance and access problems. A similar UN Women-backed exercise in Zacatlán was presented as a first step toward proposals addressing streets that women considered unsafe or difficult to use.
Ixtapa already appears in a related municipal record. On August 27, 2025, the City Council unanimously approved a separate technical accessibility assessment beginning at the Ixtapa public plaza. The agreement instructed the municipal treasury, Strategic Projects, Public Works and Disability Inclusion offices to identify physical barriers and plan possible interventions.
The new gender audit adds lighting, perceived safety and women’s daily movement to that accessibility discussion. The city’s announcement did not explain whether the two reviews will be combined or whether the 2025 assessment produced a public report.
Puerto Vallarta is also participating in separate state programs connected to violence prevention and victim support. In May, the council authorized agreements allowing the city to receive up to 1.2 million pesos through Estrategia ALE and 1.032 million pesos through Barrios de Paz. PVDN previously reported that Puerto Vallarta renewed its participation in Barrios de Paz during 2026.
Those programs do not automatically finance street work identified through the Ixtapa audit. The municipal government has not said whether existing state funds, the city public-works budget, or a later appropriation would pay any resulting project.
State officials described Puerto Vallarta as the second of five Jalisco municipalities selected to use the audit method. They did not identify the remaining municipalities or publish a statewide schedule.
The July 21 audit details were confirmed through contemporaneous local reporting and copies of the municipal announcement. The earlier Ixtapa accessibility order and 2026 program funding were checked against Puerto Vallarta’s municipal records. The description of the audit method was checked against a comparable municipal exercise involving UN Women.
