Mexico’s health law requires medical information in a language patients can understand; its criminal procedure code provides interpreters when people cannot understand Spanish.
A competent patient remains in charge of treatment. If the patient cannot consent during an emergency, the law sets rules for an accompanying family member or legal representative. (Ley General de Salud) Care can proceed to preserve the patient’s life and health when neither is available.
A detained suspect has a right to counsel and, when needed, a free interpreter. (diputados.gob.mx) A crime victim who does not understand Spanish has separate rights to a free interpreter and legal adviser.
Where to begin in Puerto Vallarta

Official directories place the Hospital Regional de Puerto Vallarta at Noruega 580 in Villa del Real. IMSS Hospital General de Zona 42 is at Boulevard Francisco Medina Ascencio and Melchor Ocampo 2066 in Díaz Ordaz. Ask responders for the name of the facility receiving your partner.
Jalisco lists its Regional VIII prosecutor’s office at Avenida Las Palmas 315 in Parque Las Palmas. That office address does not establish where a particular person is being held. Police or prosecutors must provide custody information for a detained foreigner when an identified person asks. (diputados.gob.mx)
When your partner is hospitalized
Tell the care team which language your partner understands and ask who will explain the diagnosis and proposed treatment. The General Health Law requires public and private providers to communicate “en lenguaje comprensible” — in language the patient can understand. (Ley General de Salud) Ask the hospital how it will provide that explanation before a consent decision.
The health provision requires comprehension but does not set out the interpreter assignment process found in the criminal code. Ask whether a bilingual clinician or an interpreter is available. Make sure questions about risks and alternatives are directed to the patient while they can decide.
Written consent is required for hospital admission and procedures including major surgery and general or regional anesthesia, under Mexico’s clinical record standard. (sidof.segob.gob.mx) Ask which specific procedure a form authorizes; an admission form should not be treated as the explanation for a later operation.
If the patient cannot consent, the health law permits an accompanying family member or legal representative to authorize care. The medical services regulation calls for the closest accompanying family member, guardian or legal representative to sign the relevant form. If no one is available, two hospital doctors may proceed with necessary urgent treatment and document their decision.
An emergency contact listing alone should not be treated as authority to sign for an unmarried partner. Bring any relevant relationship or representation documents and ask the hospital how it applies the consent rule.
Medical updates and access to records are separate questions. The clinical record standard provides for verbal information to the patient, family or legal representative, while a clinical summary requires a written request. (sidof.segob.gob.mx) A patient who can act may also make a written request to share information with a third party.

When police are involved
First establish whether your partner is a victim, witness or detained suspect. Those roles carry different rights under the National Criminal Procedure Code.
If you cannot locate a foreign partner after a possible arrest, search the public National Detention Registry. Its form includes a field asking whether the person sought is foreign. The registry law allows anyone to search and specifies what a matching custody report must show. (SSPC) If the search does not resolve the question, contact police or prosecutors directly.
Article 151 of the criminal code requires police and prosecutors to tell an identified requester whether a foreigner is detained, which authority holds them and why. Ask for the authority’s name and the location, then pass both to a defense lawyer.
A detained suspect can contact family and counsel, speak privately with a lawyer and remain silent. The code provides a free interpreter if the suspect does not understand or speak Spanish, including assistance in meetings with counsel. (diputados.gob.mx) It also bars parties and witnesses from serving as interpreters during formal questioning. A bilingual partner can help organize contacts without taking that formal role.
If your partner is reporting a crime, Article 109 provides a free legal adviser and, when Spanish is not understood, a free interpreter from the report through the criminal proceeding. (diputados.gob.mx) Ask which prosecutor is handling the report and record the case number.
These provisions govern criminal proceedings. A civil dispute or migration matter may follow another process; a lawyer can identify which rules apply.
Consular help and permission to share information
For a foreign detainee, Mexico’s criminal code requires prosecutors to allow consular contact and notify the person’s consulate. The notification exception requires the detainee to decline expressly while accompanied by counsel. (diputados.gob.mx) A detainee who wants consular help should ask for it directly.
Canada’s Puerto Vallarta consular agency is in Plaza Peninsula, Boulevard Francisco Medina Ascencio 2485, Zona Hotelera Norte. Canada also offers 24-hour emergency consular assistance at +1 613 996 8885.
The U.S. Consular Agency named for Puerto Vallarta is at Paradise Plaza on Paseo de los Cocoteros 85 Sur, in Nuevo Nayarit. The State Department says officers can provide “a list of local attorneys who speak English.” (travel.state.gov) They cannot represent a detainee in court or serve as an official interpreter.
Consular contact does not automatically give a partner access to every case detail. Canada’s guidance for detainees says the detained person can name a contact and decide what information officials may share.
Documents to arrange before an emergency
Keep accessible copies of identification, insurance details, medications, allergies and consular contacts. Ask each other whom a hospital should call and what written authorization it needs to share medical information.
Jalisco’s advance directive rules concern treatment in terminal illness. They require a written document, two witnesses and signing before specified health personnel or a notary. (congresoweb.congresojal.gob.mx) Couples seeking authority for other circumstances should have a Mexican lawyer check the documents they plan to rely on.
