Join the free “Animals and the Law workshop Puerto Vallarta” on July 11–12 to learn legal tools for reporting abuse, adoption, sterilization and enforcement protocols.
The Animal Welfare Department of Puerto Vallarta, backed by the Luis Munguía administration, is hosting a free, two-day “Animals and the Law workshop Puerto Vallarta” designed to arm activists, association members and concerned citizens with the legal know-how to defend the rights of all living beings. The sessions will take place in the Regional High School auditorium on Friday, July 11, from 4:00 to 8:00 pm, and Saturday, July 12, from 10:00 am to 2:00 pm.
The workshop, led by animal law specialist Luis Humberto Campos Rodríguez, will guide participants through the latest reforms in animal protection legislation and current enforcement protocols. Attendees will gain practical tools to identify and report instances of cruelty, understand administrative, civil and criminal obligations, and learn how to navigate legal loopholes that can hamper the defense of animal rights.
“Knowing the law is the first line of defense against injustice,” said Roberto Ornelas, Director of Animal Welfare. “We’ll cover reporting abuse, adoption processes, sterilization campaigns, euthanasia guidelines and more, so everyone who lives or works with animals knows their responsibilities and rights.”

- Legal reforms and protections – an overview of recent changes in federal and state statutes.
- Reporting procedures – step-by-step guidance on how to file complaints and interact with authorities.
- Adoption and sterilization – best practices for promoting responsible pet ownership.
- Euthanasia protocols – ethical and legal considerations for end-of-life care.
- Filling protocol gaps – strategies to address areas where the law remains unclear.
