In July, Mexico’s Environment Ministry quietly green-lit a plan to clear 261 hectares of jungle south of Cancún International Airport to build what officials describe as the system’s largest Mayan Train freight terminal. The authorization comes with technical conditions on wildlife corridors, pollinators, and groundwater, and it separates hydrocarbon handling for a later permit. Supporters say the hub will unclog logistics in the southeast. Environmental groups warn that the decision deepens deforestation and pressures an already fragile aquifer. SEMARNAT authorization sets the project in motion
In July, SEMARNAT approved the environmental impact assessment for a 261-hectare platform that will house Cancún’s new cargo and intermodal rail hub. The authorization allows clearing of roughly 259.5 hectares of medium sub-evergreen forest within a larger 261-hectare site, tying the facility to the freight branch near the Cancún Airport station.
The approval describes the Cancún complex as the largest multimodal terminal on the Maya Train system. A federal project brief underscores that Cancún’s hub is designed as the system’s biggest, with storage and distribution to supply the airport via a turbo-fuel pipeline.
Mayan Train freight terminal
The authorization file flags risks to at least a dozen species from habitat loss and fragmentation and acknowledges implications for groundwater in the karst terrain. SEMARNAT incorporated technical observations and conditions, including recommendations from Conabio to protect pollinators and wildlife and to measure environmental indicators before and after construction.
Greenpeace Mexico, reviewing the same record, says 12 species are at risk—including the peninsula’s ocellated turkey—and argues the project accelerates forest loss tied to the freight phase. Authorities dispute the framing but do not deny the species and aquifer concerns.
What SEMARNAT approved—and what it didn’t
The green light covers the rail-logistics platform and associated yards, customs area, workshops, water treatment, and administrative uses. Fuel storage for locomotives is included under “autoconsumo,” with two diesel tanks totaling 480,000 liters, but anything broader in hydrocarbons requires a separate authorization from ASEA before operations. That separation is explicit in the file and delays decisions on the airport-supply scheme.
Public materials by the federal projects portal describe a turbosinoducto connecting the terminal to Cancún International Airport. Press and government briefings have floated a 14-kilometer pipeline with storage and pumping systems, designed to feed airport tanks from railborne fuel. Those specifics, however, were not part of the July approval and would need their own permit.
Species, pollinators, and the aquifer
The authorization’s conditions mirror Conabio’s call to protect pollinator networks and wildlife corridors and to benchmark environmental quality with pre- and post-work indicators. Environmental advocates argue the terminal adds to earlier clearing across the corridor. They warn that any failure to maintain corridors or manage runoff could compound habitat fragmentation and aquifer stress. Officials counter that mitigation and reforestation programs will offset impacts, including a plan presented publicly to reforest about 234 hectares as part of the works.
What the build will look like on the ground
The site sits near kilometer 841 of the Maya Train alignment, east toward the airport. The plan includes an intermodal platform, maneuvering yards, a customs facility, workshops, power and firefighting stations, water treatment, and accommodations for security and crews. The approval gives the Army engineers a window of roughly 18 months to execute the build.
Cost estimates in documents filed earlier this year put the terminal around 7.7 billion pesos, with freight operations marketed as the piece that makes the broader rail viable. Meeting notes from July’s public information session also highlighted reforestation targets and train handling capacity.
The context and the next permits
The government’s freight strategy envisions tying Cancún’s hub to other terminals in Yucatán and Campeche, easing bottlenecks and shifting some movements off highways and ports. The controversial part is timing: construction was announced while the environmental file was still moving, and the hydrocarbons leg still needs ASEA to sign off. That staggered approach means the rail yard can rise while a separate pipeline decision plays out.
For residents, the trade-offs are immediate. The project promises jobs and a simpler logistics map for the region. It also removes a large block of jungle at once and concentrates heavy activity above a sensitive aquifer. The file obliges monitoring, mitigation, and wildlife passages.
