Current rental listings bundle different services, leaving Puerto Vallarta tenants to compare utilities and transport before judging neighborhood affordability.
One two-bedroom advertisement at Milán 369 in Versalles lists rent at 16,500 pesos, including maintenance and internet. Electricity, water, and gas are extra.
For this report, I reviewed advertised rental terms, official transport fares, and utility rules. My comparison separates advertised prices from illustrative budgets and focuses on costs tied to a specific address.
How neighborhood choice affects a household budget
A rent difference creates a spending margin. If one apartment costs 4,000 pesos less, that saving remains only after accounting for differences in other expenses.
For residents renewing a lease, commuters and retirees comparing locations, the calculation starts with their existing routine. Work, grocery shopping, medical appointments, and regular social activities each generate trips.
I hold household size, grocery purchases and personal expenses constant unless the move changes them. That prevents a cheaper lifestyle from being mistaken for a cheaper neighborhood.
The monthly comparison includes rent, separately billed building fees, electricity, water, gas, internet, and transport. It also includes food, health coverage, medications, laundry, and other personal spending.
Costs already included in rent belong in the rent column. Adding them again would inflate that apartment’s total.
Compare neighborhoods through the trips you actually make
The tourism office’s geographical description of the Romantic Zone places its core in Emiliano Zapata, south of the Río Cuale. It describes Zona Romántica as an informal designation, with extensions toward adjacent hillside areas.
That distinction affects the comparison: two listings using the same area label may have different routes to shops or bus stops.
The office’s guide to the city’s main visitor areas places Versalles across Francisco Medina Ascencio from the hotel zone. It also describes steep terrain and pedestrian stairs in Conchas Chinas.
I use those locations as starting points for the following checks. These are questions to price for each property, rather than claims about neighborhood averages.

For example, proximity to downtown has financial value only if it reduces your spending. A tenant whose work and appointments are elsewhere needs a different trip calculation.
What current bus fares add to the comparison
Jalisco’s published urban fare is 11 pesos. SITEUR’s also specifies an 11-peso integrated fare for its electric system, using Mi Movilidad or Única cards.
The announcement identifies T2 between Ixtapa and Centro, and T3 between Las Juntas and Galerías Vallarta. It names Francisco Medina Ascencio as the corridor connecting several northern and central destinations.
Using that fare, I calculate that 22 days of travel with two direct rides daily cost 484 pesos per person. Two people making that same journey would spend 968 pesos.
Those figures cover only the stated trips. Shopping, appointments, and additional fares require their own entries.
The transport budget does not assume transfers between services are free. Confirm the payment arrangement for the full route before entering a single fare.
Distance alone also does not establish the cost. A direct journey from Ixtapa on T2 is calculated differently from a journey requiring several separately paid services.
Unibus president Luis Romero Chávez confirmed route-based fare changes announced in March. The published suburban schedule listed 21 pesos for Ecoterra and El Colorado, and 26 pesos for Las Palmas.
At those fares, 22 days with two direct rides daily produce totals of 924 and 1,144 pesos, respectively. Those calculations illustrate the route difference; confirm the fare for your intended boarding point and destination.
For taxi or app travel, use quotes for your actual destinations and travel times. Record each direction separately and multiply by the number of trips you expect to make.
If you keep a car, include fuel, insurance, servicing and parking. Compare the costs the move changes; keeping the same car does not eliminate its existing expenses.
Electricity requires a property-level comparison
CFE’s domestic high-consumption rules determine average monthly consumption using a rolling 12-month period. The threshold for the DAC high-consumption classification depends on the applicable domestic tariff.
A single low bill therefore cannot establish the apartment’s annual electricity cost.
CFE also cautioned against treating an entire municipality as one seasonal tariff category.
“Its application is not determined solely by state or municipality, but by locality,” CFE said in its March 26 statement on summer tariff support, translated from Spanish.
The electricity comparison needs 12 months of bills for the meter serving the apartment. Record the tariff, billing periods, consumption and total charges.
Check whether those bills reflect an occupied home and how the previous occupant used air conditioning. Their consumption provides a reference, rather than a guarantee of your future bill.
For a 12-month budget, add the year’s charges and divide by 12. Keep the highest billing-period payment visible, since an annual average doesn’t show when you’ll need cash.
If several apartments share a meter, obtain the allocation method in writing. Establish whether your payment reflects measured use, a fixed amount or a share of the building’s bill.
Included services can change the rent comparison
Another two-bedroom Versalles listing attributed to broker Carmen Laborin advertises 39,900 pesos and includes maintenance, water and internet.
“You only pay for your electricity consumption,” the advertisement states, translated from Spanish.
These two Versalles advertisements show different inclusions within the same neighborhood. They also describe different properties, so their asking prices cannot establish a neighborhood average.
For each proposed lease, identify who pays ordinary condominium fees, parking, pool charges and any additional building assessments. Record any consumption cap on an included service.
SEAPAL’s water-service regulation specifies condominium measurement at the main connection before water enters a shared cistern. For new condominium contracts, the condominium is responsible for internal measurement or charge allocation.
That makes the billing arrangement part of the comparison. Ask whether the water payment covers the unit alone or a share of common consumption.
For gas, obtain recent receipts and identify the supply arrangement. A cylinder, private tank and shared building supply need separate entries for payment and responsibility.
Telmex’s published internet-only terms list a 349-peso monthly plan, including taxes. Its terms make service capability subject to technical conditions and the property’s connection to the network.
The provider also directs customers to address-based coverage information. A neighborhood name cannot confirm the service available inside a particular building.
Where internet is included, establish whether the connection is dedicated or shared. If working from home requires another connection, enter that additional quote in the budget.
Keep the grocery comparison consistent
Mercado Municipal Emiliano Zapata on Lázaro Cárdenas is a market with produce, seafood, and tortilla vendors.
Its presence provides a shopping option. It does not establish that the neighborhood has the lowest grocery costs.
I would price the same grocery basket near each shortlisted apartment. Keep brands, quantities and package sizes consistent, then add the transport or delivery cost.
A 200-peso grocery saving becomes a 50-peso saving if obtaining it adds 150 pesos in travel.
Apply the same method to laundry, medications and other regular purchases. Include the journey as well as the receipt.
Keep dining out separate from groceries. Changing restaurant habits changes the household budget, but does not measure the price of equivalent food purchases across neighborhoods.
How a 4,000-peso rent saving becomes 1,300 pesos
I constructed the following example to show the arithmetic. Every amount is an illustrative allowance, not a market average, utility prediction or quotation for a named neighborhood.
The example holds household size and personal spending constant. It assumes both rents include building maintenance.

The lower-rent apartment remains cheaper in this example. However, the monthly savings fall from 4,000 pesos to 1,300 pesos.
Additional transport costs absorb 2,200 pesos, and the higher electricity allowance absorbs another 500 pesos. Together, they consume 2,700 pesos of the rent difference.
With these assumptions, another 1,300 pesos in monthly expenses would erase the remaining savings. Readers can replace each allowance with their bills and address-specific quotes.
The transport allowance could also fall if a direct bus replaces some paid car trips. The calculation needs the journey the tenant expects to make.
Separate monthly spending from move-in cash
A refundable security deposit belongs in the move-in cash requirement. It becomes an expense only to the extent that it is not returned.
First-month rent is already part of the lease-period rent total. Counting it again as a separate relocation expense would duplicate the payment.
Record moving charges, nonrefundable contract fees, installation and required furniture separately. Our apartment rental guide provides related guidance on checking and signing a lease.
For the example above, 1,300 pesos in monthly savings produce 15,600 pesos over a year. If moving and setup cost 10,000 pesos, the first-year savings fall to 5,600 pesos.
For a shorter tenancy, use the actual number of months. A hypothetical 12,000-peso setup expense equals 2,000 pesos per month over six months, or 1,000 pesos per month over 12.
Keep a separate record of the refundable deposit needed at signing. That money must be available even when it is excluded from the expense total.
The completed comparison should show three figures for each address: expected monthly spending, total expense over the tenancy and cash required before moving in.
