Guadalajara, Jalisco, June 23, 2026 – Jalisco is moving ahead with a 24-billion-peso road program that aims to repair every state highway and keep the network maintained through the current administration.
Gov. Pablo Lemus Navarro said the multi-year plan is designed to rehabilitate 100 percent of Jalisco’s state highway network. The program also includes conservation work through the six-year term, a detail that will matter long after the first repairs are finished.
The plan applies to state highways. It does not cover every road drivers use in Jalisco. Federal highways, toll roads, municipal streets, and privately operated routes fall under other authorities.
Jalisco is promising repairs and upkeep
Lemus repeated the 24-billion-peso commitment during a recent meeting with Jalisco’s freight transport sector, where road conditions remain a major concern for carriers and regional businesses. The plan includes full rehabilitation of the state network, along with continued maintenance after repairs are completed.
The state’s Plan Carretero 2025-2030 covers 4,562 kilometers of state highways across all 125 municipalities. It was first presented in Quitupan in May 2025 and has become one of the administration’s main infrastructure programs.
How the program is divided
The larger part of the plan focuses on 3,025 kilometers of higher-use state roads. That represents about 66 percent of the network and 80 percent of state highway traffic. The investment for that section is estimated at 14 billion pesos.
A separate annual conservation program targets 1,537 kilometers of secondary roads. Those routes make up the remaining 34 percent of the network and carry an estimated 6-billion-peso investment.
State officials have described 207 active conservation fronts, with about 5,200 workers and 2,350 pieces of heavy equipment involved across Jalisco.
Large projects and smaller roads
The most visible project is a new 169-kilometer road between the Guadalajara metropolitan area and San Martín de Bolaños in northern Jalisco. The project is estimated at 4.6 billion pesos and is expected to reduce travel times to one of the state’s more isolated regions.
The plan also includes a new connection from Jocotepec to the Chapala highway and work on the Quitupan-Lagunillas road toward Cotija, Michoacán. Quitupan was chosen as an early point for the program after years of local requests for road repairs.
Some major routes are outside the state plan
Federal routes are outside the state network. That matters in corridors such as Federal Highway 200, where landslides, slope failures, and closures can affect coastal travel. PVDN has been tracking those issues separately, including recent Highway 200 slide work south of Vallarta.
Toll roads also operate under a separate structure. The Guadalajara-Puerto Vallarta toll corridor has its own cost and concession issues, which PVDN covered when it became one of Mexico’s most expensive toll routes.
The next measure is road condition
Jalisco’s previous administration also spent heavily on state roads. By September 2024, reported investment had reached 23.75 billion pesos, including projects such as Talpa-Tomatlán and Autlán-Villa Purificación.
The new plan is similar in size, but its promise is broader because maintenance is being built into the program.
For western Jalisco, projects such as the Highway 544 rehabilitation linking Mascota, San Sebastián del Oeste, and Puerto Vallarta will be worth watching after construction crews move on. The real measure will be whether repaired roads remain safer and more reliable a year later.
