Mexico and EU Leaders Arrive for Major Trade Signing

European Union leaders are in Mexico for a signing that could update a trade and cooperation framework first put in place more than two decades ago. The visit includes meetings with President Claudia Sheinbaum, business events, and the planned signing of documents tied to the modernized Mexico-EU agreement. The deal is not expected to take full effect immediately, but the trade portion is intended to proceed while the larger agreement goes through subsequent approval steps.

EU Leaders Arrive in Mexico Ahead of Trade Signing

Senior European Union officials arrived in Mexico ahead of the planned signing of the Modernized Global Agreement with President Claudia Sheinbaum.

The visit is part of the VIII Mexico-European Union Summit, scheduled around meetings in Mexico City. European Commission President Ursula von der Leyen and European Council President António Costa are among the officials taking part.

The signing is planned for Friday, May 22, at Palacio Nacional. The agenda includes meetings between the delegations, an event with the business sector, and the signing of several documents.

Those documents include the Modernized Global Agreement, an interim trade agreement, and a document to establish a strategic dialogue on global affairs.

Agreement Would Update a 2000 Framework

The current Mexico-EU framework dates back to 2000. Negotiations to modernize it began years later and were concluded in January 2025.

The updated agreement is meant to cover more than tariffs. It includes political dialogue, cooperation, trade, and investment, as well as areas such as security, justice, digital issues, climate change, and human rights.

The interim trade agreement is designed to advance certain economic provisions while the broader agreement completes its formal approval steps.

Full Approval Process Still Comes Next

The signing would not mean the whole agreement takes effect at once.

The broader agreement still needs consent from the European Parliament and ratification by EU member states before it can fully enter into force. The interim trade agreement covers trade matters within EU authority and is expected to operate separately until the broader agreement is completed.

The European Union says the trade agreement would remove many remaining customs duties, improve access to public procurement, and open more room for services and investment.

It also includes rules on digital trade, intellectual property, customs, competition, and sustainable development.

Trade Ties Are Already Large

The European Union is Mexico’s third-largest trading partner. Mexico is the EU’s second-largest trading partner in Latin America.

Bilateral goods trade was valued at more than €82 billion in 2024. Services trade was nearly €26 billion in 2023.

The agreement is also expected to affect food and agricultural trade. That includes tariff changes, product protections, and market access rules for both sides.

For Mexico, the agreement comes as the country is trying to broaden its trade relationships beyond North America. The United States remains Mexico’s largest trade partner, but Europe remains one of its main alternatives for investment, exports, and long-term commercial ties.
