Mexico cancels Spain consul authorization in Los Cabos

Mexico’s latest federal gazette entry looks dry at first glance. It is only a short cancellation notice, signed months ago, and published on Monday. But the record points to a quiet change in Spain’s Los Cabos consular presence, one that dates back to late 2024 and involves a local honorary post that Mexico has formally recognized since 2010. The notice says little, and that silence is part of the story.

Spain consul shakeup in Los Cabos raises questions

Mexico has canceled the authorization that allowed Armando Antonio Aguilar Ruibal to act as the honorary consul of Spain in Los Cabos, formalizing a consular change that Spain had already made more than a year earlier.

The Foreign Relations Ministry published the cancellation in the federal gazette on Monday. The short notice says the Government of the Kingdom of Spain “terminated the functions” Aguilar Ruibal had been exercising in Los Cabos on December 4, 2024. Mexico then ordered the cancellation of Definitive Authorization Number Two, the same credential he was granted in 2010.

No separate explanation was included. The document was signed in Mexico City on March 30 by Foreign Relations Secretary Juan Ramón de la Fuente Ramírez and appeared in the morning edition of June 8.

A post that dated back to 2010

Aguilar Ruibal’s original authorization was issued on February 4, 2010, after Spain’s consul general in Monterrey issued his honorary consul patent. The 2010 record allowed him to perform the duties of honorary consul of Spain in Los Cabos, with Baja California Sur as his consular area.

That earlier authorization was signed by then Foreign Relations Secretary Patricia Espinosa Cantellano. It described the credential as registered under number two in the corresponding book, a standard diplomatic formality that gave the appointment recognition under Mexican procedure.

In Mexico’s protocol process, an exequatur or definitive authorization is the document prepared after officials review the foreign mission’s patent or diplomatic note. The Foreign Relations Ministry’s own protocol manual says the document is then used to communicate the honorary consul’s accreditation and send the matter for federal publication.

What the notice does and does not say

The cancellation removes Aguilar Ruibal from Mexico’s formal record under that authorization. It does not say whether Spain has named a replacement in Los Cabos. It also does not say whether the honorary office itself has been closed, moved, or reorganized.

Spain’s public consular information has continued to place Baja California Sur within the orbit of its northern Mexico network. Public search results for the Spanish Consulate General in Monterrey list a 24-hour emergency consular number at 81 12 66 53 64, while Spain’s embassy pages list consular contacts in Mexico City, Guadalajara, and Monterrey.

Honorary consulates are different from full consulates general. They usually operate with a narrower local role, often helping connect citizens with the larger consular office that supervises the area. Mexico’s diplomatic terminology describes the exequatur as the document by which the receiving government formally admits a consular officer, recognizes the person’s category and consular area, and notifies local authorities.
