Los Cabos has another wastewater project moving through the pipeline, and this one is expected to be handled with federal money through Conagua. The plan may place executive planning and construction into one tender, a detail that could shape how the work is awarded. The project also connects to earlier plans for La Sonoreña II, the Fonatur plant, and wider sanitation work in San José del Cabo.
Federal funds set the path for new wastewater plant
A new wastewater treatment plant in Los Cabos is expected to be built with federal resources through Conagua.
The project would be handled by the National Water Commission, known in Mexico as Conagua. The tender could include both the executive planning and construction phases in a single package.
That detail is important because the executive project is the technical plan that defines the work. It can also support financing, bidding, and later construction.
The project is part of a longer-running sanitation plan for San José del Cabo. Local planning documents identify a new wastewater treatment plant called La Sonoreña 2, with a planned installed capacity of 600 liters per second.
How the project fits into earlier plans
Los Cabos’ municipal development plan for 2024–2027 lists La Sonoreña 2 as a project for 2026–2027. The plan describes it as a new wastewater treatment plant in San José del Cabo.
The same plan includes related sanitation work. It calls for relocating the Fonatur wastewater plant and replacing it with a pumping station and pressure line. It also includes improvements to the current La Sonoreña plant to enable it to reach 150 liters per second.
Another planned project is a new wastewater treatment plant in Lagunitas, Cabo San Lucas, with a capacity of 250 liters per second.
Together, those projects point to a broader effort to move more wastewater into treatment systems. The current update, however, centers on the new Los Cabos plant, which is expected to use federal funds.
Work already started near La Sonoreña
In March, Los Cabos officials said that Conagua and OOMSAPAS began work on a wastewater pressure line and connection in San José del Cabo.
That work connects a new pumping station near the Fonatur treatment plant area with the La Sonoreña plant in Santa Rosa. Officials said at the time that part of the work would cross Avenida Centenario.
The municipality said those works were expected to last about three months. It also said the Fonatur plant would later stop operating as a treatment plant. Wastewater would instead be sent toward La Sonoreña for treatment.
The city described a second stage that would include constructing a new wastewater treatment plant.
Earlier concern involved land tenure
The project has also faced earlier questions over land tenure.
In 2025, the head of Baja California Sur’s State Water Commission said federal investment requires certainty over land ownership. She said the project was still moving forward, but that land paperwork could delay the process.
She also said the executive project was expected that year. Once that technical work is ready, it can support the search for funding and the bidding process.
The latest update indicates the project is being handled through Conagua, with federal resources covering the work.
