Thirty-nine new police cadets graduate in Cancún in a first-of-its-kind proximity policing class that city officials say will change how officers relate to residents and visitors. Most of the graduates are women. The academy recently earned an “A” classification from federal authorities, which allows more rigorous training. The course spanned 1,080 hours and included conversational English for frontline interactions in a city heavily reliant on tourism. The city also drew four cadets from neighboring Puerto Morelos, pointing to a regional push for better-prepared local police.
39 new police cadets graduate in Cancún
Thirty-nine cadets have completed the city’s first Formación Inicial para Policía de Proximidad, the national model of community-oriented policing. The graduation took place on August 29, 2025, at the municipal academy in Benito Juárez. City officials framed the class as the start of a safer, more service-driven police culture.
Most of the cohort are women. Officials counted 27 women among the 39 graduates. That is about 69 percent of the class—well above the national share of women working as police and traffic agents, which sits near 22 percent.
Why this class is different
The academy emphasized bilingual, public-facing work. Local outlets and City Hall highlighted “conversational English with a policing focus,” reflecting Cancún’s reality as an international destination where clear, concise communication is essential. The cohort also included four cadets from Puerto Morelos, underscoring regional coordination.
The academy itself just stepped up a level. In late August, federal authorities reclassified the municipal academy from Category C to Category A, a status City Hall says makes it the most complete program in Quintana Roo and allows it to train other municipalities.
Training built around proximity and justice cívica
The proximity model is Mexico’s blueprint for bringing police closer to residents through problem-solving and justicia cívica. It focuses on daily issues that fuel fear and disorder and uses quick, local sanctions to prevent escalation. Cancún’s new officers trained inside that framework.
The course length and content align with national standards. The updated Programa Rector de Profesionalización sets 1,080 hours for initial proximity-police training. Local coverage lists core skills taught in Cancún, including defensive tactics, crowd control, PR-24 baton use, closed-order drills, and public demonstrations of learned skills for families and officials.
A rare majority of women
Women made up roughly 70 percent of this class. That contrasts with the broader workforce, where women are about 22 percent of police and traffic personnel. City leaders called the number historic for the academy. The symbolism matters in a state that has invested in gender-focused policy and prevention programs and where trust can hinge on who shows up to take the report.
What this means for residents and visitors
Cancún’s economy depends on people feeling safe moving through airports, hotels, beaches, and nightlife zones. Proximity policing is designed for those everyday spaces. Bilingual graduates should reduce friction at traffic stops, incident scenes, and tourist-heavy corridors, and the A-level academy status should help standardize training for future classes across northern Quintana Roo.
That matters now. National surveys show a rising perception of insecurity in Mexico this year, with women reporting higher fear than men. Local officials are betting that better-trained, more representative officers can chip away at that gap where it counts: on the street, in the moment, in plain view.
