Puerto Vallarta City Hall Watch – November 1 – 7, 2026

Puerto Vallarta, Jalisco, November 4, 2026 – Puerto Vallarta’s public works director wants pothole crews on five major roads this week, but said Tuesday he was still waiting on materials. The plan comes seven months after the city awarded an 11.2 million peso street-maintenance supply contract. Councilor Melissa Madero questioned this week whether deliveries had been arriving regularly.

Public Works Director Andrés Abundis said he expected approval to buy more material this week and planned to assemble four patching crews. His first list includes Avenida México, Politécnico Nacional, 20 de Noviembre, Francisco Medina Ascencio and Francisco Villa. He gave no block-by-block schedule. As of Wednesday, Vallarta Daily could not verify that crews had started the announced round on any of the five roads.

What the city bought in March

The March 26 procurement decision puts the award at 11,195,327.59 pesos, tax included. The city awarded the purchase to Construcciones Yampai de Occidente. The order included 500 cubic meters of hot asphalt mix valued at about 2.74 million pesos before tax, alongside concrete, cement, and other materials. The terms called on Public Works to coordinate delivery dates, quantities, and drop-off points with the supplier. They also allowed installment payments as materials were supplied. The award establishes what the city agreed to buy. The delivery and payment records would show how much actually reached Public Works and what Treasury paid.

Madero says deliveries have been irregular and suspects late payments have interrupted supply. She also raised reports of fuel shortages affecting crews. The procurement decision does not establish whether payments are overdue. Abundis, meanwhile, told a council committee in October that crews had patched about 10,000 square meters that year against an initial goal of 30,000, and asked councilors to back another 1.5 million pesos in asphalt and cement purchases.

Mayor Luis Munguía pointed to heavy rains last week, saying wet conditions delayed repairs. His account addresses when crews could work during the rains. The question before Treasury this week is whether crews now have the supplies to work.

On Politécnico Nacional, the street name alone tells drivers little about when their stretch might improve. Madero singled out the stretch between Medina Ascencio and Avenida México, but Abundis’s list names the avenue without saying where crews will start. He has also told councilors that some damaged streets need work below the surface. A patching crew’s arrival would answer when a stretch gets attention. It would still leave open which sections need deeper repairs.

Missed pickups in 5 de Diciembre

At Brasil and Honduras, neighbors said on Sunday that the truck had missed their corner five days running. Animals tore open bags and scattered waste onto the street. The complaint followed earlier reports of missed collections in 5 de Diciembre and Lázaro Cárdenas. The published municipal route schedule listed four morning rounds a week in both neighborhoods. Vallarta Daily could not verify when the truck returned to Brasil and Honduras or whether regular service had resumed there by Wednesday.

SEAPAL puts dates on three projects

On Tuesday, the water utility posted three tenders. One would extend drinking-water lines in northern Vallarta. The other two would expand water and sewer networks, one in El Pitillal and the other on various streets across the municipality. The bid documents set November 17 as opening day, November 23 as the scheduled award date, and November 26 as the planned start. A street-by-street schedule, including any closures or shutoffs, remains unconfirmed.

A separate sewer job already has details that matter. At Parque Las Palmas, SEAPAL’s October 26 notice identified the closed stretch of Avenida Las Palmas at Avenida México, estimated a closure of about two weeks, and spelled out detours in both directions. Avenida México also appears on the city’s patching list. Anyone using that junction can look up the sewer detour today. The missing piece is when Public Works expects its crews on that corridor.
