Stalled Centro works leave hazards near Vallarta Malecón

Puerto Vallarta, Jalisco, July 6, 2026 — Unfinished street work around Parque Hidalgo has become a rainy-season problem in central Puerto Vallarta, where standing water, loose construction material and damaged safety barriers are again drawing complaints from people who use Jesús Langarica and 31 de Octubre to move between Avenida México and the Malecón.

The latest complaints describe water pooling in the work zone, debris left in public areas and torn or fallen mesh barriers near one of the busiest pedestrian approaches to the city’s waterfront. Neighbors, merchants and pedestrians raised the concerns after seeing the condition of Jesús Langarica, directly beside Parque Hidalgo, and similar problems on 31 de Octubre.

When the work was presented last October, local reporting described the intervention as more than a cosmetic extension of the Malecón. The plan covered Avenida México from Parque Hidalgo through the Jesús Langarica and 31 de Octubre corridor toward the boardwalk, with raised street levels, stormwater drainage, water and sewer upgrades, underground utilities, sidewalks, lighting and urban furniture. Mayor Luis Munguía framed the work as a drainage project meant to keep those streets from turning into channels during heavy rain.

That makes the current condition a test of both the project and the city’s work-zone management. Even if the finished drainage system eventually performs as promised, standing water and broken barriers in an unfinished public corridor pose a more immediate problem for pedestrians, drivers, taxi passengers, and nearby businesses.

The work has already passed several public deadlines. In December, the mayor acknowledged missing the December 15 target for reopening the Avenida México section by Parque Hidalgo, citing additional storm-drain work and the need to keep pedestrians and vehicles safe. By late March, the same outlet reported that the Malecón–Avenida México work still had not fully reopened for the Semana Santa vacation period, with pending work tied to stormwater grates, 31 de Octubre, and vehicle flow as far as Jesús Langarica.

In April, the project was running about four months behind the original schedule. Remaining work included drainage details for 31 de Octubre and a rainwater collector on Jesús Langarica, designed to discharge toward Playa Camarones, with municipal authorities then expecting final details and hydraulic connections to be ready in May.

More than two months later, Monday’s complaints indicate the corridor still has unfinished sections visible to daily users. Parque Hidalgo is not a back street; it sits at the edge of the Centro and 5 de Diciembre, near Hotel Rosita, Small Vallarta, and the northern access to the Malecón. It is used by workers, customers, bus riders, taxi passengers, beachgoers and people walking into the downtown waterfront from surrounding neighborhoods.

PVDN previously covered the city’s Malecón expansion agreement, including the public concern over whether the project would preserve vehicle access or convert more of the corridor into a pedestrian-only extension.

For a project sold partly as a solution to flooding, the next public measure of progress will not be renderings or promises. It will be whether people can walk and drive through this part of Centro after a storm without stepping around stagnant water, debris, and broken construction fencing.
