Mexico’s environment ministry has green-lit a new freight hub for the Maya Train in Cancún, but with a key caveat: fuel storage and supply need a separate sign-off from the energy-safety regulator. The authorization covers a 261-hectare site near the airport. It grants the Army 18 months to construct workshops, customs facilities, an intermodal yard, and other infrastructure. Supporters argue that cargo will be the key to making the rail line self-sustaining. However, critics warn of potential forest loss and unanswered questions about how fuel will be transported safely in Quintana Roo.
Tren Maya cargo terminal
Mexico’s Ministry of Environment and Natural Resources (SEMARNAT) has issued an environmental impact authorization for the construction of a new cargo terminal for the Maya Train in Cancún. The project is led by the Ministry of National Defense (Sedena), which now has a formal green light to proceed.
Semarnat’s ruling is not a blank check. The authorization explicitly excludes fuel storage and supply, requiring a separate environmental process before the terminal can operate. That additional permit must be obtained from the Safety, Energy, and Environment Agency (ASEA). This regulator handles environmental impact for hydrocarbon-sector activities. In other words, the cargo yard can be built, but locomotives cannot be fueled there until ASEA signs off.
What was approved
The site is located at kilometer 841 of the Maya Train corridor, approximately eight kilometers east of Cancún International Airport. According to the environmental filings, the complex spans 261 hectares, owned by the Quintana Roo government. Approximately 259.5 hectares will require clearing of medium sub-evergreen forest to make way for yards, workshops, and supporting infrastructure.
Plans call for a hazardous-waste warehouse, National Guard and crew lodging, a TETRA communications antenna, a customs building and bonded area, public warehouses, a scale, an electrical substation, a fire station, administrative offices, a locomotive workshop and parking, and a maneuvering yard. Additionally, the project will include wastewater treatment, a potable water plant, an intermodal platform, conservation areas, internal roads with sidewalks and curbs, a fueling zone, and a locomotive wash facility. The build window is 18 months from the groundbreaking date.
The fuel question
The EIS envisions a self-consumption fueling zone featuring two diesel tanks, each with a capacity of 240,000 liters. It also includes a separate 20,000-liter tank for diesel exhaust fluid (DEF). The combined 480,000 liters of diesel—about 3,018 barrels—falls below Mexico’s “hazardous activities” list, according to the project documents. Even with that classification, the storage and handling can’t proceed without ASEA’s own environmental authorization, separate from Semarnat’s ruling. That requirement is standard in Mexico’s split framework. Semarnat reviews most projects, while ASEA handles hydrocarbon activities under its own procedures and norms.
Local context matters here. Quintana Roo relies heavily on road shipments of hydrocarbons. Semarnat’s decision does not cover any broader fuel-transport services to meet regional demand. Hence, any pivot from highway to rail fuel logistics would need its own filings. For now, the permit is strictly related to the terminal and its on-site fueling for trains, pending ASEA’s authorization.
Why freight matters
From the outset, officials have stated that cargo will be crucial to the railway’s business case. Public statements this year put the cargo program on a 2025–2026 buildout with service targeted for 2026. They argue that freight flows are what will bring the line to financial break-even later in the decade. The Cancún terminal is one of several planned multimodal hubs. These are designed to connect ports, factories, and distribution centers in the southeast.
In that design, Cancún’s yard would do more than stage containers. The blueprint includes a customs and bonded area, as well as an intermodal platform. It is located near Mexico’s busiest leisure airport. This strategic location is chosen to support regional industry and tourism supply chains. That proximity is also why fuel storage and handling standards—and the regulator that enforces them—are central to the project’s next step.
Environmental trade-offs
The authorization also revives a long-running argument along the corridor: forest loss versus regional development. Independent and local outlets noted the magnitude of vegetation removal as the project advanced through consultation. Additionally, environmental groups criticized fresh clearing around Cancún. Semarnat’s approval means clearing can proceed under the mitigation and monitoring terms in the EIS. However, scrutiny will continue as construction begins.
The law requires additional oversight on the hydrocarbon side. ASEA’s impact review for the fueling area will subject tank design, spill prevention, and emergency response to specific industrial-safety and environmental standards. Only after that authorization can the terminal operate with on-site fueling, as per the conditions set by Semarnat this week.
What comes next
On paper, Sedena has 18 months to build the Cancún facility. That clock matters: freight service timelines across the network point to 2026 for cargo operations. This makes the ASEA permit the critical path item. Watch for two signals of real progress: publication of ASEA’s authorization for the fueling area and visible site preparation on the 261-hectare plot east of the airport. Both will tell us whether Cancún’s yard is tracking the schedule officials have advertised.
