What Amapas 314 Environmental Filing Means for Residents

Puerto Vallarta, Jalisco, Sept. 15, 2026 — Mateo Developers filed a federal environmental-impact application Sept. 8 for an 11-unit apartment project at Calle Amapas 314, according to Semarnat’s public docket.

Semarnat assigned the project case number 14JA2026UD112. The agency recorded the application as sent to its reviewing area on Sept. 10.

The filing begins an environmental evaluation. It is not federal approval, a municipal building permit, or authorization to begin construction.

How the filing affects Amapas residents

The application identifies the potential effects that Semarnat must evaluate before issuing an environmental decision.

A project notice published Tuesday lists possible soil and water contamination from waste. It also identifies dust, machinery emissions and construction noise.

The developer proposes waste controls, wildlife protections and safeguards for nearby bodies of water. Other measures include machinery maintenance, portable toilets and environmental training for workers.

The applicant provides those impacts and mitigation measures. They are not findings or approval conditions issued by Semarnat.

Residents near Calle Amapas could experience the listed noise, dust, and machinery effects only if the project advances to demolition and construction.

Under federal environmental law, community members may request a public consultation. Citizens also have 10 days after publication of a project extract to ask Semarnat to make the MIA available locally.

Written public observations must be added to the project file when Semarnat conducts the consultation process.

Federal record confirms the application date

We checked Semarnat’s public case portal on Tuesday using project key 14JA2026UD112.

The record identifies the filing as a particular MIA under Modality A, which does not include an environmental risk study. That administrative label does not mean Semarnat has found the project risk-free.

The docket records two actions. Semarnat received the application Sept. 8 and sent it to the responsible area Sept. 10.

No environmental resolution was listed Tuesday.

Federal law generally gives Semarnat 60 days to issue a decision after receiving a MIA. The agency can pause that period while requesting additional information. Complex reviews may receive an extension.

Semarnat may approve the project, approve it with conditions, or deny the application. Any eventual decision would address environmental matters only and would not replace city permits.

The proposed Amapas 314 building

Mateo Developers S.A. de C.V. is listed as the applicant and property owner.

The plans call for demolishing an existing house and building 11 apartments on a 315.35-square-meter parcel. The application identifies 222.91 square meters of the property as affected.

Total proposed construction covers 1,131.70 square meters. Plans show two basement levels, four residential levels, and a rooftop terrace with a pool.

The project’s sales website independently confirms the 11-unit count. It also advertises a gym, yoga room, coworking area, storage rooms, and a rooftop infinity pool.

The site markets one- and two-bedroom units ranging from 69 to 144 square meters. Those sales details are not part of Semarnat’s environmental decision.

Applicant describes an existing urban site

The application places the property within Urban District 9. It identifies the land-use designation as medium-density residential under the district’s partial development plan.

The applicant describes the site’s vegetation as “modified by human activity.” The parcel currently contains a house and introduced ornamental plants, according to the filing.

The surrounding area contains homes and tourism-related buildings. The application also identifies ornamental plants and remnants of native medium subdeciduous forest vegetation nearby.

Semarnat must evaluate those descriptions against environmental law, applicable urban-development plans, and ecological regulations.

Sales marketing began before the federal review

The developer’s sales page displayed a “Construction Start” date of September 2025 as of Tuesday. It estimated delivery 14 months after November 2025.

Semarnat’s official docket shows the Amapas 314 MIA was received Sept. 8, 2026.

A marketing schedule does not establish that construction began. It does show that units were promoted before the current federal environmental review entered the public record.

That distinction is relevant for prospective buyers checking project approvals. In our July examination of Puerto Vallarta development records, PVDN found that municipal permit listings often omit addresses, unit counts, and infrastructure effects.

The federal Amapas 314 entry provides an exact address, project key, and application status. It does not establish whether Puerto Vallarta has issued the separate municipal authorizations required for construction.

Residents and buyers can search for 14JA2026UD112 in Semarnat’s portal. As of Tuesday, the record showed an application under review and no environmental approval.
