Cañón Otay viaduct crane accident under review after collapse

A crane collapsed onto a section of the elevated viaduct works in Cañón Otay on Thursday evening, August 21, 2025. The incident happened on Cañón Otay Street in colonia Libertad, one of the most active fronts of Tijuana’s Viaducto Elevado project connecting the border corridor to the airport and the coast. Initial reports indicated no fatalities. Authorities have opened an investigation at the site.

Witnesses described the crane losing control during lifting maneuvers and striking a pillar form. Early versions attributed the failure to a snapped cable, a line that will be key to the technical inquiry that follows. City firefighters said they had no official report of injured workers, while some crew members at the scene told reporters two men were hurt.

What happened and where

Video recorded by bystanders shows workers running as the boom tilts and crashes onto the structure. The collapse occurred near 6:00 p.m., at the work face along Cañón Otay Street, a steep canyon corridor where crews stage heavy lifts amid tight urban conditions. The zone has been busy for weeks as contractors push to close spans and form supports.

By nightfall, site managers and public safety personnel had cordoned off the affected deck and began assessing whether the impact compromised adjacent elements. Officials have not released a structural diagnosis. The contractor’s immediate tasks include removing the damaged crane, inspecting the struck formwork, and recalculating temporary loads before any reset.

This is not the first safety incident on the viaduct works this summer. On July 31, a tower cage partially collapsed along Avenida Internacional, trapping workers who Tijuana’s fire department later rescued; two were reported injured. The newest crane failure will likely prompt another safety audit before crews restart heavy lifts in the same area.

The project itself has evolved. Authorities and recent briefings have suggested route adjustments and staged delivery, reflecting complex right-of-way, terrain, and neighborhood constraints. Those factors raise the stakes for on-site planning, especially for critical lifts in narrow canyons and along live traffic corridors.

What officials are saying

Local outlets reported that investigators from the construction team and government agencies began work at the scene soon after the collapse. Early accounts focused on a cable failure during a lift. Still, a full technical report will determine whether the root cause involved equipment condition, rigging, soil stability at the crane pad, or procedural error. For now, authorities have emphasized that there were no mass casualties and that crews evacuated quickly.

Tijuana needs new capacity to move people and freight between the border, the airport, and the west side. Federal program summaries describe an elevated mainline plus bridges and tunnels intended to pull through-traffic off surface streets, cut travel times, and reduce emissions from idling vehicles. The Army’s engineering corps is executing the build with public funds from customs revenue. It is one of the largest road works underway in the city.

Expect a staged recovery. Teams will secure the area, remove the disabled crane, and test the affected supports. Any damaged forms or reinforcement will be replaced. Supervisors will revisit lift plans and pad design to match the canyon’s gradients and soil conditions. If structural members show distress, engineers may order partial demolition and rebuild before advancing. The aim will be to restart work without compounding delays on a corridor many residents want finished soon.
