Mexico’s Debt Warning Puts Investment Grade at Risk

Mexico still holds investment-grade status, but the warning signs are becoming harder to ignore. Specialists say the country must show a clearer plan to contain debt, reduce its deficit, and limit recurring support for Pemex and CFE. The concern is not an immediate downgrade. It is whether weak growth and rising fiscal pressure could make Mexico’s debt path harder to defend over the next two years.

Mexico faces debt pressure as rating outlook turns negative

Mexico faces renewed pressure to control public debt after S&P Global Ratings changed the outlook on the country’s sovereign rating from stable to negative.

The agency maintained Mexico’s long-term foreign currency rating at BBB, which keeps the country within investment grade. But the outlook change signaled concern over slow fiscal consolidation, weak growth, and pressure from state-owned companies.

Specialists said the warning should not be dismissed. Sergio Luna, chief economist and director of new business at Banco Mifel, said the government must avoid an excessive rise in the debt-to-GDP ratio and respond to the concerns raised by S&P.

Luna estimated Mexico’s economy could grow just 0.8 percent this year. That matters because slow growth makes it harder for the government to lower debt as a share of the economy.

Pemex and CFE remain part of the fiscal risk

The pressure is tied to more than the federal budget. Specialists pointed to continued support for Pemex and CFE as a risk for Mexico’s public finances.

Pemex has required repeated government backing in recent years. CFE is also a concern because both companies can increase spending, debt, and contingent liabilities.

Luna said Mexico needs a different approach to Pemex, with greater focus on production and exploration. He also pointed to the need to reduce exposure in areas where the company has performed poorly.

The concern is that continued support for state companies could make it harder to correct the path of debt. If the government continues to use public money to support those companies, it may have less room to reduce the deficit.

Fiscal credibility now becomes the test

Víctor Gómez Ayala, chief economist at Finamex, said the negative outlook reflects vulnerabilities already recognized by markets. The issue, he said, is the mix of slow growth, higher financing costs, and a structural fiscal gap.

That combination gives the government less room to maneuver. It also shortens the time available to show a credible plan for fiscal consolidation.

Pablo López Sarabia, a researcher at Universidad Autónoma Chapingo, said reducing spending will be difficult. Social programs are unlikely to face major cuts, while infrastructure spending remains part of the government’s growth strategy.

That leaves Mexico with a narrow policy space. The government must protect social and investment priorities while demonstrating that debt will not rise faster than expected.

For residents and investors watching Mexico’s economy, the key point is the signal to markets. Investment grade helps Mexico remain attractive to global bond investors and supports access to financing on better terms.

The next two years are now important. A credible reduction in the deficit could help stabilize the outlook. A slower response could keep pressure on Mexico’s rating and investor confidence.
