Puebla street vendors clash injures 13 in Historic Centro

On Tuesday afternoon, a municipal operation to keep informal commerce out of Puebla’s Historic Center triggered a violent confrontation at the corner of 10 Poniente and 3 Norte, behind Plaza de la Victoria. Thirteen members of the city’s Public Roads/Vía Pública team were injured in the melee, according to initial municipal counts later echoed by several local outlets. Police cordoned off nearby streets as shots were reportedly fired.

Authorities said the enforcement action came after groups of vendors ignored prior agreements about where and when street stalls may be set up. Witness accounts and official statements converge on one detail: gunfire. Multiple reports describe detonations of firearms during the clash, though no gunshot injuries were confirmed.

Response units from the municipal Secretariat of Citizen Security (SSC) moved in first, followed by state and federal support. By evening, the area was under the protection of three levels of government, including National Guard and Army elements. This deployment has become a feature of Puebla’s wider plan to keep the Centro Histórico free of unpermitted stalls.

Officials kept a visible presence after restoring order to discourage any reprise. City communications and local press noted that officers blocked access with specialized equipment and maintained patrols through adjacent streets while inspectors withdrew from immediate contact.

Policy didn’t start today

The confrontation sits inside a policy arc that predates this week. The city launched a joint municipal–state–federal enforcement push on July 18, billed as a reordering of popular commerce in the Centro. That start date is confirmed in a City Hall release; since then, municipal leaders have repeated that no street vendor organizations will be allowed back into the first square.

Mayor José Chedraui Budib has said the operation will continue through the end of 2025, to make it permanent. Local media have carried the commitment repeatedly, anchoring it to the July 18 start and emphasizing routine patrols, selective closures, and formal relocations to authorized areas during seasonal sales.

A pattern on the same streets

Tensions on these blocks are not new. On July 3, a separate run-in on the same 10 Poniente–3 Norte corridor turned violent as vendors armed with sticks and stones attacked inspectors during a control sweep. Footage from that day circulated widely and is cited in several outlets’ timelines of enforcement around Plaza de la Victoria.

That string of incidents helps explain why Tuesday’s response was so swift and why the security perimeter grew to include state and federal forces. The city argues the larger posture is aimed at order, pedestrian safety, and a reduction in opportunistic crime around the Centro’s busiest blocks during removal sweeps and market days.

What we can confirm—and what remains unclear

Thirteen municipal workers were hurt. Reports agree on that tally. Shots were fired, but there are no verified gunshot wounds. As of publication, authorities had not announced arrests tied to firearms. Multiple outlets corroborated the presence of National Guard and Army personnel and dovetails with the July 18 blueprint for joint operations downtown.

Less clear is the precise trigger inside Tuesday’s inspection that tipped words into violence. Municipal statements focus on a breach of prior agreements; vendor groups, for their part, have not issued a detailed public version beyond social clips of the moments after the first scuffles.
