Puerto Vallarta, Jalisco, July 17, 2026 – Vice Admiral Tayatzin Guerrero Mendoza has taken command of the Mexican Navy’s 12th Naval Zone in Puerto Vallarta, placing a veteran operations and planning officer over the federal command responsible for maritime security along Jalisco’s coast during hurricane season and an active summer beach deployment.
The change-of-command ceremony was held at naval facilities in the city. Admiral Jesús López Vallejo, commander of the Sixth Naval Region, administered the oath of office.
Guerrero Mendoza replaces Vice Admiral Arturo García Fernández, who assumed command on January 16, 2025. García Fernández led the Puerto Vallarta zone for approximately 18 months before leaving the post.
The rotation changes the officer responsible for a command that reaches well beyond the naval compound on Francisco Medina Ascencio. The 12th Naval Zone coordinates maritime surveillance, search and rescue, emergency assistance and operations against illegal activity, often working alongside municipal police, Civil Protection, the Jalisco government, the Army and the National Guard.
Under the Navy’s January 2026 organization order, the Puerto Vallarta-based zone is grouped under the Sixth Naval Region in Manzanillo. That regional command has responsibility for Jalisco and Colima and reports directly to the Navy’s national operations leadership.
Guerrero Mendoza takes over with several local operations already in progress.
Puerto Vallarta’s summer Navy beach deployment is scheduled to continue through August 30. The operation began June 30 with 127 naval personnel, a surface vessel, three smaller boats and six land vehicles assigned to surveillance, aquatic rescues, first aid and emergency support.
The deployment includes personnel from the Naval Search, Rescue and Maritime Surveillance Station, known as ENSAR Vallarta. Navy crews recently tested a maritime rescue response off Olas Altas, using a simulated capsized boat and swimmers in distress to rehearse coordination during the summer vacation period.
The Puerto Vallarta command also supplies personnel, vessels, vehicles and equipment when the Navy activates Plan Marina for tropical storms, flooding or other disasters. The Manzanillo regional command that oversees the local zone placed resources on standby along the Jalisco coast during a preventive Plan Marina activation in June.
Guerrero Mendoza’s Navy career began 41 years ago this week. An official career profile published by the Center for Higher Naval Studies records that he entered the Heroica Escuela Naval Militar on July 16, 1985, and graduated as a midshipman in November 1990.
He served aboard surface vessels between 1990 and 2003 in communications, artillery, operations, and logistics positions, including assignments as second-in-command. His previous work within the Sixth Naval Region included leadership of its operations and logistics sections, giving him experience within the same regional structure that now supervises the Puerto Vallarta zone.
His academic record includes master’s degrees in naval administration and national security, as well as training in naval command and communications.
More recently, an April 2026 Navy communiqué identified Guerrero Mendoza as chief of staff of the Gulf Naval Force. The Senate had ratified his promotion to vice admiral in November 2024.
The Puerto Vallarta appointment moves him from a senior staff position on Mexico’s Gulf coast to an operational command on the Pacific.
The Navy has not announced changes to personnel levels, beach coverage or emergency protocols following the leadership rotation. Guerrero Mendoza therefore assumes command with the summer rescue deployment, maritime surveillance and hurricane-season readiness plans already in force.
