At 8:00 a.m. on August 20, the new university station turns on the transmitter and begins a day of special programming. The debut caps years of paperwork, engineering, and fundraising by ITESO to get a frequency cleared and licensed for non-profit use. A launch concert is set for August 30 to introduce the project to listeners beyond campus.

A concession years in the making

ITESO’s push for FM dates back decades, and it finally gained momentum after the pandemic renewed interest inside the university. The school created Resuena Medios A.C., a civil association formed by communications specialists at ITESO, to apply to Mexico’s telecom regulator. On March 24, 2023, the IFT granted a social-use concession for 95.1 MHz in Tlaquepaque, within the Guadalajara metro.

The station’s technical identity is XHCSFH-FM 95.1, licensed to Resuena Medios A.C. Public records from Jalisco list the call sign and service as “Concesión Social,” confirming its non-commercial status. The IFT’s infrastructure inventory also shows the assignment under Resuena Medios.

What will hit the air

From the start, ITESO says the grid will reflect the university’s mission: cultural programs, training for young producers, and open microphones for civil society. The campus installed a 50-meter antenna on the north side of the grounds to support metropolitan coverage, part of a multi-year build-out that included new studios and governance bodies.

The university has previewed a morning block focused on community service, arts, and student-led segments. Management frames the station as a platform for “plural, critical dialogue,” consistent with Jesuit higher-education values and with other Jesuit-affiliated stations worldwide. With its debut, Radio ITESO joins a global network of 66 Jesuit university outlets.

Why another university station matters

Guadalajara already has a respected public and university radio. Radio Universidad de Guadalajara operates on 104.3 FM with an extensive regional network. The state system, Jalisco Radio, runs on 96.3 FM in the capital and on other frequencies statewide. Radio ITESO 95.1 arrives as a second university voice in the metro area—non-commercial and mission-driven—broadening space for culture, local storytelling, and media literacy.

The social-use model is the point. These concessions aren’t vehicles for ads or format wars; they are meant to serve education, culture, and communities. Mexico’s regulator has spent the last decade refining routes for social, community, and Indigenous stations to enter the dial through its annual spectrum program. ITESO’s license sits inside that ecosystem.

Governance and audience rights

Ahead of launch, ITESO set up an Editorial Council that includes journalists, faculty, students, and alumni to keep programming accountable and diverse. The station also designated an audience ombudsperson and adopted an audience-rights and ethics document, as required for broadcasters in Mexico, committing to accessibility and complaint channels. These steps are more than formality; they lay out how listeners can push back, suggest changes, or demand corrections.

Launch day and what to expect

On day one, the station promises live links, artist visits, and a sampler of the sound it wants to build. The August 30 concert doubles as a public handshake, inviting Guadalajara to test the frequency and the idea behind it. That idea is clear: a station that teaches by doing, curates culture without paywalls, and keeps the conversation civil even when it’s uncomfortable. If it works, Radio ITESO 95.1 could become a new civic habit in a noisy media market.
