The Safe Summer 2025 Operation Ensenada launches July 10 to protect families and tourists with coordinated patrols, mounted police units, and clear safety guidelines.
Ensenada, Baja California – Local, state and federal authorities kicked off the Safe Summer 2025 Operation this Thursday along Boulevard Costero and Las Palmas Street in the Acapulco subdivision. The initiative aims to guarantee public safety and maintain order during the peak vacation season, protecting both Ensenada families and visiting tourists.
At the official ceremony, Mayor Claudia Agatón joined Brigadier General Laureano Carrillo Rodríguez, Secretary of State Citizen Security of Baja California; Navy Infantry Captain Jorge Camacho Barrientos of the II Naval Region; and National Guard Second Sub-Inspector Juan Dionisio José. They were joined by Román Cortez, Chief of the Aquatic Division of the Fire Department, plus representatives from the State Attorney General’s Office, the State Investigation Agency, and Municipal Civil Protection Coordination.
Together, they announced a multi-tiered security plan that combines prevention, surveillance and rapid response. “We designed this operation to be visible and proactive,” Mayor Agatón said. “Our goal is simple: everyone who comes to Ensenada this summer should feel safe at every beach, restaurant and street fair.”
Coordinated Patrols and Response Units
Under the operation, officers will deploy to key locations, including beach zones, high-traffic coastal stretches, highway access points and major commercial districts. Mobile units will monitor mass-gathering events such as festivals and concerts. A dedicated emergency response team will remain on standby to handle medical incidents, security breaches or natural hazards.
Mounted Police for Hard-to-Reach Areas
For areas where vehicles can’t easily roam—such as cliffs, dunes and nature reserves—the Mounted Police will take the lead. Their horses can cover rugged terrain quickly, discouraging criminal acts and offering an extra layer of presence. “Mounted officers strengthen our reach,” explained Brigadier General Carrillo. “They patrol miles of coastline that standard vehicles simply can’t access.”
Community Support and Public Guidance
The task force will also run information booths at major access points. Volunteers will hand out maps, safety pamphlets and local business directories. They’ll help families find lifeguard stations, first-aid posts and shaded rest areas.
Authorities urge beachgoers and motorists to follow a few simple rules:

Ensenada draws thousands of national and international visitors every summer, many of whom arrive by cruise ship or bus tours. To ensure a seamless experience, customs and transportation officials will staff terminals around the clock. They plan to streamline checkpoint procedures and offer bilingual assistance in English and Spanish.

Although the operation just began, early patrol reports show a steady presence along key promenades. Officers have already helped reunite two children with their families after they wandered off at a street fair. Traffic teams issued warnings to drivers blocking crosswalks and cleared several hour-long backups on the main highway.
Authorities say they will review incident data weekly and adjust deployment patterns as needed. “Flexibility is crucial,” noted Second Sub-Inspector Dionisio. “We’ll shift resources toward any hotspots we identify.”
