Puerto Vallarta, Jalisco, Sept. 10, 2026 — SEAPAL has completed sewer and treated-water line work on Calle Albatros in Marina Vallarta, closing a project that began in May.
The utility replaced 296 meters of sanitary sewer pipe between Pelícanos and Paseo de la Marina Norte. The completed network includes pipe measuring 20 and 10 inches in diameter.
Crews also installed 239 meters of treated-water distribution line. SEAPAL reported the work complete on Sept. 9.
Impact on residents, businesses and drivers
The completion ends the construction phase that brought intermittent closures and lane restrictions to Calle Albatros.
SEAPAL began the work on May 8. Vallarta Daily reported at the time that both phases would require temporary traffic controls.
Those restrictions affected a street connecting Avenida Francisco Medina Ascencio with the residential, commercial and hotel areas around Paseo de la Marina Norte.
The completion notice did not list additional closure dates. It also did not announce an interruption to household water service.
The project involved sanitary sewage and treated water rather than a drinking-water distribution line. SEAPAL said the sewer replacement increased the system’s capacity to collect and carry wastewater.
The utility described the previous sewer infrastructure as deteriorated and past its expected service life.
Contract records show a longer public timeline
We reviewed SEAPAL’s public procurement file, which identifies the work as contract SEAPAL-2026-02-CSS. The project covered sewer replacement and treated-water expansion on Calle Albatros.
SEAPAL awarded the contract on April 17 to Coyatoc Construcciones S.A. de C.V. The accepted bid was 1,915,445.86 pesos before value-added tax, or 2,221,917.20 pesos including tax.
The official award decision established a 45-day construction period running from May 8 through June 21.
SEAPAL said on May 30 that the sewer portion was 90% complete. The utility then planned to move into the treated-water phase.
Vallarta Daily reported June 24 that treated-water installation was continuing on Albatros. The utility announced completion Sept. 9.
The public timeline therefore extended beyond the June 21 date listed in the contract award. The completion announcement did not address the difference.
Final sewer measurement increased from May report
The final sewer total also differs from the figure SEAPAL released during construction.
In its May 30 progress report, the utility described a 163-meter replacement, mostly using 20-inch pipe. The final account lists 296 meters using both 20-inch and 10-inch pipe.
SEAPAL did not provide separate completed lengths for the two pipe diameters.
The treated-water phase followed a different section of Albatros. The original project notice placed that line between Avenida Francisco Medina Ascencio and Gaviotas.
SEAPAL said the 239-meter line will supply reclaimed water for gardens, medians and shared green spaces. It is not intended to deliver drinking water to homes.
According to the utility, expanding the reclaimed-water network reduces the amount of potable water used for landscaping in Marina Vallarta.
