Puerto Vallarta, Jalisco, Aug. 31, 2026 — Semarnat is seeking federal help to demolish an unidentified Puerto Vallarta building that Environment Secretary Alicia Bárcena said Aug. 26 extends into the sea.
Bárcena said the Secretariat of Environment and Natural Resources requested support from the federal Attorney General’s Office, known as the FGR. She did not describe the agency’s role or announce a demolition date.
Semarnat has not publicly identified the development, owner, address, neighborhood or dimensions. It also has not released an inspection file, demolition order or environmental resolution tied to the announcement.
Residents cannot identify the affected area
The missing location prevents residents from determining which beach, street or neighborhood the federal action involves.
Our review of Semarnat’s public materials and the official presidential news conference transcript found no case number or property description.
That information would allow nearby residents, property owners and beach users to examine the relevant permits and assess the local impact. Without it, there is no confirmed basis for associating the demolition with a specific Puerto Vallarta project.
The federal statement is significant because Bárcena distinguished the proposed removal from the closures Semarnat has imposed on other Vallarta developments.
“We are also waiting for the complete demolition” of a building “in the sea,” Bárcena said during the conference.
The same statement appeared in regional reporting published Aug. 26 and local coverage published Monday.
Bárcena referred to several Vallarta cases
The full exchange shows that Bárcena discussed several coastal construction issues in one answer.
She first referred to a difficult case involving a building constructed at the end of a main street. She then mentioned Semarnat’s closures of real estate projects, a building that reached the beach and another awaiting complete demolition.
Her wording did not establish whether those references described one property or several. Bárcena also did not connect the proposed demolition to any development named earlier by the journalist asking the question.
That distinction limits what can be reported about the target. The federal record supports the planned demolition but does not support identifying a particular Vallarta property.
PVDN’s initial report on the federal response examined the wider dispute over construction permits and enforcement. The latest review narrows the demolition claim without assigning it to an unconfirmed site.
Coastal construction involves federal jurisdiction
Mexico’s General Law of National Assets classifies maritime beaches and the adjacent federal coastal zone as public-use property under federal jurisdiction.
Where a coast has a beach, the law generally defines the federal maritime-terrestrial zone, known as Zofemat, as a 20-meter strip of firm, passable land beside it.
Special use of that property requires a concession, authorization or permit. The law also prohibits blocking or conditioning access to maritime beaches and the adjoining federal zone, except where regulations provide otherwise.
Those provisions explain Semarnat’s involvement but do not establish which law or permit is at issue in this case. Bárcena did not say whether the building lacks a Zofemat concession, an environmental authorization or another required approval.
She said the division of authority among municipal, state and federal governments has complicated coastal oversight. Municipalities and states issue some development permissions, while federal agencies regulate environmental impacts and national coastal property.
Semarnat seeks FGR assistance
Bárcena said Semarnat requested FGR support based on its assistance in the Playa Las Cocinas case near Punta de Mita, Nayarit.
In that separate dispute, Semarnat pursued removal of coastal works and restoration of the beach. Federal officials later tied the Las Cocinas concession to completing that restoration.
Bárcena did not announce criminal charges connected with the Puerto Vallarta building. Her statement described the FGR as an agency whose assistance Semarnat wants before the demolition proceeds.
The secretary said Semarnat is reviewing coastal development across Mexico’s 17 coastal states. She presented the Puerto Vallarta cases as part of a wider effort to align local urban-development decisions with federal ecological planning.
