Public beach access in Tulum moves ahead with park entry plan

Tulum’s mayor says a new public beach access will open inside the National Park by Easter 2026, framing it as a response to years of frustration over blocked paths and fees. The entry, located near the iconic cliff-top ruins, will feature basic services and amenities for accessibility. It’s a small change on paper, but it hits a big nerve in a town where beach access has become a test of trust between residents, hoteliers, and authorities. Can this plan finally make the shoreline feel public again?


Tulum’s municipal president Diego Castañón announced a new public access point to the beach inside Tulum National Park, with the opening targeted for April 14, 2026, the start of Easter week. City officials say the entry will sit near the “Temple overlook” area and come with basic services and accessibility features. The mayor framed the move as a response to a long-standing local demand: to access the sea without obstacles.

The new entry arrives after a bruising year of debates about who gets to use Tulum’s shoreline and on what terms. In early September, Quintana Roo’s governor said meetings with the company managing park operations had secured “free and full access” for locals, though residents kept reporting mixed experiences at gates.

Meanwhile, local outlets have tracked municipal inspections of existing access points and steps to notify hotels near a revamped entry. Those checks and notifications hint at a broader push to normalize how people reach the beach while the new access is built out.

Inside the park, rules are strict by design: protect dunes, wildlife, and archaeological heritage. CONANP, the federal agency in charge of natural protected areas, limits hours, bans pets, and asks visitors to stick to marked paths—policies that often collide with the free-access expectation in a fast-growing resort town.

What changes, and what doesn’t

City Hall says the new entry will add to more than a dozen public access points already in the municipality, not replace them. It also features an accessible design, allowing people with limited mobility to reach the sand more easily. That matters in Tulum, where access has at times meant a long detour or a tense conversation at a private gate.

Context is key: over the past month, national and local media have spotlighted disputes over fees, credentials, and who controls entrances around the park, as well as the newer “Jaguar” reserve area. Editorials have pressed the broader principle—Mexico’s beaches are public by law—while reporting has documented inconsistent practices on the ground. The Easter 2026 date provides officials with a public deadline to demonstrate that the policy shift is both fundamental and functional.
