PUERTO VALLARTA—In a unanimous decision during the latest regular session of the Puerto Vallarta City Council, officials approved a proposal to bolster regulations and enforcement against noise pollution throughout the city. The measure, introduced by Councilwoman Magdalena “Magda” Urbina Martínez, aims to address growing concerns about excessive noise levels that disrupt residents’ quality of life.
“Noise has negatively impacted the sleeping routines, mood, and overall health of many Vallarta residents,” said Councilwoman Urbina Martínez. “By strengthening our enforcement procedures and educating citizens on how to report violations, we can ensure a quieter, healthier environment for everyone.”
Under the newly approved initiative, local regulations governing noise generation—which had been partly set aside due to the COVID-19 pandemic—will be reactivated and more vigorously applied. Urbina Martínez emphasized the need for better coordination among municipal departments, along with clear guidelines and training for officials responsible for handling noise complaints.
Dr. Bartolo Cruz Romero, Director of Environmental Sustainability for Puerto Vallarta, echoed Urbina Martínez’s concerns. He noted that despite noise being legally recognized as an environmental issue, the city has yet to administer any penalties related to noise violations. “Complaints have been made, but the law hasn’t been enforced as intended,” said Dr. Cruz Romero.
Clarifying the procedure, Town Clerk José Juan Velázquez Hernández explained the division of responsibilities between departments:
- Municipal Police: Handle cases where individuals are causing the disturbance. Officers will visit the location, issue a warning, and grant a 30-minute window to stop the noise. If the individual fails to comply, the police must file a report and refer the case to a civic judge.
- Inspection and Regulations Department: Intervenes when businesses are involved. Inspectors are tasked with determining whether the establishment is violating noise ordinances and taking appropriate action.
With the measure now approved, city officials plan to provide comprehensive training for municipal police, inspectors, and other personnel tasked with implementing the updated policy. In addition, they will launch an information campaign to inform citizens about their rights, how to file noise complaints, and the potential consequences for violating the city’s noise regulations.
“This is an important step in ensuring Puerto Vallarta remains a desirable and livable city for everyone,” Councilwoman Urbina Martínez concluded. “We owe it to our residents to maintain an environment that supports their well-being and peace of mind.”
