Guadalajara police prohibited from arresting people engaging in public sex

The municipality of Guadalajara sparked controversy by making a change in its Regulation of Order and Security, which allows couples to engage in public sex. The new provision prohibits police officers from detaining or interrupting couples who have sex in public.

Despite the controversial change in the municipality's regulations, having sex in public will continue to be a crime in Guadalajara, however, the police can only act against the crime if another citizen files a complaint.

"We will focus on preventing violence, which is a crime, we are not unnecessarily seeking those who do not have money to go . . .
