Puerto Vallarta, Jalisco, July 22, 2026 – Puerto Vallarta may have more than 10,000 dogs living on its streets, yet the figure remains a preliminary estimate rather than a completed municipal census. The distinction matters because the city is confronting abandonment, bite complaints and shelter pressure without a verified count showing where the problem is concentrated or whether it is rising.
Animal Welfare Director Citlalli Peña Dueñas gave the estimate Tuesday. She said the municipality is working with civil associations and community members on a census, but no final number or completion date was announced.
Her department receives roughly 85 to 90 formal reports each month. The monthly total can exceed 100 once complaints seen through social media are included. Summer calls frequently involve dogs left on rooftops or patios without adequate shade or water, along with abandonment, injuries, vehicle strikes and bite incidents.
The scale suggested by the estimate is far larger than the number of animals held by the city. Peña said the Animal Control Center currently houses 84 dogs and 20 cats, all vaccinated, sterilized and available to adopt. Even if every sheltered dog came directly from the street, that would represent fewer than one dog inside the center per 100 dogs covered by the preliminary estimate.
The city’s public adoption portal listed 72 dogs and 19 cats on Wednesday. Those figures are snapshots taken through different channels and need not match daily shelter occupancy, but they leave no single public count connecting street estimates, shelter intake, medical holds, adoptions and returns.
The gap is not confined to animal-welfare statistics. In June, residents of Lindavista Océano protested outside the Animal Control Center on Calle Pagopago, saying dogs abandoned near the facility and pets allowed to roam had led to repeated attacks and bite incidents. The neighborhood sits above Ramblases near the mountain, where residents said the problem had persisted through years of complaints.
Puerto Vallarta already has rules covering confinement, food, water, veterinary attention, leashes and waste collection. The municipal animal-protection regulation was last amended in December 2025. Peña said municipal judges can impose penalties reaching 300 minimum wages, depending on the violation and its severity.
Serious cases can move beyond a municipal ticket. Jalisco’s penal code was amended in October 2024 to establish prison terms and UMA-based fines tied to cruelty, severe injury, death and abandonment. Abandoning an animal in a public place, or prolonged neglect on private property that places its welfare at risk, can carry one to four years in prison and a fine equal to 200 to 600 daily UMA units.
The report volume shows how often concerns reach the agency, but the interview did not disclose how many complaints led to inspections, animal removals, municipal fines or criminal referrals.
The city has expanded sterilization and adoption activity. A mobile veterinary unit is offering free sterilization, medical attention and rabies vaccination in neighborhoods across the municipality, while a new adoption website approved by the City Council allows people to review shelter animals and begin the application process online. PVDN previously reported that the municipal shelter was struggling with structural deterioration and overcrowding, making prevention and faster placement especially important.
An adoption event is scheduled Wednesday at Plaza de Armas from 9.30 a.m. to 1 p.m. Applicants need a copy of an official identification, current proof of address, and photographs of the area where the dog would live.
